Apreciados delegados, reciban un cordial saludo.
Es para mi un honor darles la bienvenida a esta maravillosa versión de FRANMUN 2019.
Mi nombre es Ana Maria Castaño, y para esta ocasión fungiré como Secretaria General Adjunta para las Comisiones de Naciones Unidas.
Soy testigo del arduo trabajo, esfuerzo y valor sentimental que representa este modelo para sus organizadores. Espero, así mismo, que para ustedes delegados sea una experiencia realmente enriquecedora y que puedan superar todas sus expectativas.
Espero, puedan encontrar en mi, un apoyo y una guía para su desarrollo dentro de este evento académico.

United Nations Office of Drugs and Crime
The United Nations Office of Drugs and Crime is a committee in charge of fighting against the production and promulgation of illicit drugs and international crime while additionally having as a main purpose to improve crime prevention and assist with criminal justice in a system where people must be conscious of the ongoing problematics regarding the topics carried out. Bearing this in mind, the development of the commission is crucial for combating worldwide problematics derived from drug production and trafficking as well as organized crime and violations to the law which intervene with the main objective of the United Nations regarding peace and security. Furthermore, the topics introduced to the committee will allow delegates to reflect on the impacts of human trafficking and drug producing countries basing their knowledge on the zero-tolerance plan and the implementation of this one considering the prevention of violation of human rights and drug alternative development projects so that the delegates are capable of reaching to feasible solution by rearranging global politics and establishing innovative proposals as resolutions to maintain a sustainable world.
It is very important that the delegates focus on how they can solve two problems based on the zero tolerance policy, due consist in not allowing any kind of violation of a rule imposed by the government and if it is violated it will bring as a consequence some legal punishment, thus, the chair expect that through this policy the committee pose as a resolution the erasing and the improvement of these situations ( drug production and trafficking). Nevertheless, this policy will not be consider the resolution.
Tras finalizar la Segunda Guerra Mundial y observar con miedo todos los trágicos acontecimientos que dejo el siglo XX, las naciones se vieron obligadas en la necesidad de prevenir estas situaciones devastadoras, Así nace el Consejo de Seguridad cuyo objetivo principal es mantener la paz y la seguridad del mundo, investigar los actos que podrían afectar este objetivo, recomendar formas de resolver una situación problemática sin violencia y en el caso de no lograr esos medios pacíficos, podría incluso tomar acciones militares, es por esta razón que contamos con ustedes delegados de FRANMUN 2019 para hacer de esta una experiencia maravillosa e inolvidable #BreakingTheRules

La cuarta comisión de la Asamblea General de las Naciones Unidas, dedicada a trabajar la descolonización y políticas especiales, direccionó sus enfoques de manera que el crecimiento académico de cada uno de los delegados participantes supere cualquier frontera impuesta como nunca se ha visto en un MUN; por esta razón, las temáticas fueron delicadamente escogidas para debatir y aprender desde legislaciones y políticas exterior con el Caso de Sahara Occidental donde la imposición de poderes ilegales y violación a derechos fundamentales serán los principales obstáculos al momento de lograr un importante acontecimiento esperado por décadas en la comunidad internacional: Determinar cómo autónoma la última colonia en África.
